For the third consecutive day, legal proceedings at the City Courts came to a complete halt this Monday as lawyers maintained a strict boycott. The legal fraternity is protesting the authorities' ongoing refusal to register a First Information Report (FIR) against police officers accused of physically assaulting a fellow advocate at the Gulbahar police station. The controversy began when Advocate Ishtiaq Ahmed Buriro, a former office-bearer of the Karachi Bar Association (KBA), was allegedly beaten by police personnel. While the Station House Officer (SHO) of Gulbahar was suspended last Friday in response to the incident, the KBA dismissed the move as insufficient. The association has made it clear that their protest will not end simply with a suspension. On Monday, the city’s largest judicial complex was virtually deserted. Protesting lawyers blocked litigants and police officers from entering the premises. Furthermore, under-trial prisoners were not transported to the courts, forcing all scheduled cases to be adjourned without a hearing. In a formal statement released over the weekend, the KBA voiced its absolute outrage over the incident. The association strongly condemned the police officials for their "physical torture, abuse of authority, and misconduct" against a former elected member of their managing committee. The KBA firmly declared that normal court activities will remain suspended until a formal criminal case (FIR) is lodged against every police officer involved in the assault, and strict legal action is initiated against them in accordance with the law.

The postponement was due to administrative issues, the absence of the election commissioner, and legal requirements, which prevented the polling process from taking place on schedule. According to Bar officials, the primary reason for the delay was the unavailability or illness of the election commissioner, which made it impossible to start voting. Following this, an emergency meeting of the Bar was held to discuss new dates. Initially, December 20 was approved as the election date, but administrative and legal factors caused further postponement. KBA President Amir Nawaz Wardhaich stated that the legal community approached the Sindh High Court to ensure the appointment of a new election commissioner and to guarantee that the elections are conducted in a fair and transparent manner. He emphasized that the postponement was not meant to favor any party or group, but to ensure compliance with legal and administrative procedures. Various lawyers’ groups have expressed concerns over the delays and have urged the Bar administration to ensure timely and transparent elections so that the representation of the legal community is accurately reflected. Experts note that this is not the first time elections have been delayed in Karachi Bar’s history. The postponement is temporary and arises from administrative and legal reasons. It is expected that once a new election commissioner is appointed, the elections will proceed, restoring confidence within the legal fraternity.

Read Full ArticleGILGIT: The six-day-long protest sit-in of Gilgit-Baltistan lawyers outside the Chief Minister’s House ended on Saturday after the government assured them that their key rdemands would be accepted. The Gilgit-Baltistan Bar Council, GB Supreme Court Bar Association, GB High Court Bar Association and District Bar Associations had jointly given the call for protest. HCBA Secretary General Advocate Islamuddin told Dawn that lawyers in the region had been protesting for the past 10 months, boycotting court proceedings and holding rallies. They had also blocked the River View Road. The protesting lawyers said they had been demanding their rights, including the long-delayed induction of judges in the GB Supreme Appellate Court, the establishment of special courts such as family and consumer courts, advertisement of vacant civil judge posts, and the separation of judicial magistrate from civil judge positions in line with practice elsewhere in the country, with appointments made from the legal fraternity on merit. The legal fraternity sought judicial reforms, appointments and court expansion They also demanded financial grants and allotment of plots to GB lawyers, appointments of legal advisers in government and non-government organisations, extension of the Lawyers Protection Act to GB, and separation of the offices of prosecutor general and advocate general. A delegation of lawyers met GB Chief Minister Haji Gulbar Khan on Friday to discuss the issues. Senior lawyer Asadullah Khan, who led the delegation, said the lawyers also expressed reservations about the appointment of retired judges in the GB Supreme Appellate Court.

Read Full ArticlePESHAWAR: The Peshawar District Bar Association has strongly condemned the Punjab government and Punjab police for what it termed humiliating and disrespectful treatment of Khyber-Pakhtunkhwa Chief Minister Sohail Afridi, provincial ministers, and elected public representatives. The association declared the incident a violation of democratic norms and several provisions of the Constitution of Pakistan, warning that such conduct could fuel hatred and mistrust among provinces. The condemnation was voiced during a meeting of the Bar Association held under the chairmanship of its President, Qaiser Zaman Advocate. The meeting was attended by General Secretary Zahidullah Zahid Advocate and other members. Participants were informed that, upon the arrival of the K-P Chief Minister in Punjab, roadblocks had been erected as part of a pre-planned strategy. Subsequently, the elected chief minister and public representatives were allegedly subjected to public humiliation. The meeting noted that this behavior was not only against democratic values but also in clear violation of Articles 15, 16, and 25 of the Constitution of Pakistan.

According to a press note released here Thursday, the event brought together a wide cross-section of the legal fraternity, including Mr. Rauf Atta Advocate, President SCBAP; Mr. Attaullah Langove, President Balochistan High Court Bar Association; and Qari Rahmatullah President Quetta District Bar Association, representatives from various lawyers’ organizations, as well as members of the Supreme Court, High Court, and District Bar Associations. Addressing the gathering, Chief Justice Afridi underscored the vital partnership between the Bench and the Bar, describing it as the cornerstone of an effective and responsive justice delivery system. He expressed heartfelt joy at reconnecting with the city and its legal community, warmly appreciating keeping up the tradition of hospitality, referring to Quetta as “a home away from home.” During his interaction, the Chief Justice engaged directly with lawyers, listening to their concerns and discussing issues affecting their practice. In a significant announcement, he shared that two batches of female lawyers, each comprising 30 lawyers, one from Quetta and the other from Makran, will be provided specialized training at the Federal Judicial Academy, Islamabad. He emphasized the need for dedication and diligence within the legal profession, calling on all stakeholders to work collectively to ensure the timely and effective delivery of justice to the public.

His lawyer will come to the Karachi Bar on January 3. The bar withdrew its call for an indefinite strike. “Rajab’s lawyer’s position will be heard, and no further action will be taken on the case filed against the lawyer”, Aamir Nawaz Raich. President Aamir Nawaz Warraich said that Rajab Butt’s lawyer, Mian Ali Ashfaq, has contacted him. Ali Ashfaq wants to resolve the matter amicably. “We also want the issue to be resolved through talks”, the Karachi bar president said. If the matter is not resolved, an FIR will also be filed by the lawyers.

The petition was heard by Justice Malik Muhammad Awais Khalid, who adjourned further proceedings until January 5. During the hearing, Advocate Ashfaq requested time to implead the Karachi Bar Association as a party to the case. The court accepted the request and deferred further hearing to allow the petitioner to complete procedural requirements. The suspension was ordered earlier this week by the Punjab Bar Council’s Executive Committee, which barred Advocate Ashfaq from practising law with immediate effect over allegations of professional misconduct linked to his appearance before a Karachi court during a lawyers’ strike. According to the Punjab Bar Council, the action was taken following a formal complaint submitted by the president and general secretary of the Karachi Bar Association. The complaint referred to an incident in which Advocate Ashfaq appeared before the Karachi City Courts to represent YouTuber and TikToker Rajab Butt despite an ongoing strike announced by Karachi Bar Association. The strike had been called to protest the alleged victimisation of Naseer Muhammad Kalhoro, the former librarian of the Karachi Bar Association. During the strike, judicial proceedings were prohibited within the city courts’ premises, and lawyers were expected to observe the boycott in line with bar directives. An order issued by Punjab Bar Council Executive Committee Chairman Zabiullah Nagra stated that a video circulating on social media showed Advocate Ashfaq appearing in court during the strike. The order further claimed that the advocate entered the court premises allegedly accompanied by private guards or individuals, which was described as a violation of strike restrictions and professional norms. The order also alleged that during court proceedings, Advocate Ashfaq made remarks against the legal fraternity. The Punjab Bar Council described these remarks as serious professional impropriety, stating that they contributed to confrontation and discord among lawyers.
